Strengthening Coordination and Cooperation and Promoting Common Development ? Chinese Foreign Minister Yang Jiechi Talks about the Achievements of President Hu Jintao's Attendance of the Dialogue Meeting between the Leaders of G8 and Developing Nations

President Hu Jintao attended the dialogue meeting between the leaders of G8 and developing nations, which was held in Hokkaido, Japan from July 7 to 9, 2008. On the way back to China, Foreign Minister Yang Jiechi introduced the achievements of this diplomatic event to the accompanying journalists. Yang said that it is the fifth time that President Hu attended such meeting and it is another major diplomatic event of China in 2008. With a tight schedule, President Hu attended more than nearly 20 bilateral and multilateral meetings, talks and activities within 2 days, which achieved important results in many areas.

I. Expounding the views and propositions of China on major international issues to guide the development of global cooperation

The dialogue meeting between the leaders of G8 and developing nations has offered a platform for major developing and developed nations to exchange views on major international issues, coordinate positions, and seek for countermeasures. This is conducive to promoting South-North cooperation and addressing global issues. The dialogue meeting this year mainly discussed global economy, climate change, food security, energy security and other important subjects, which are not only imminent issues faced by the international community in economy, environment, development and other fields, but also important issues closely linked with the full-fledged, coordinated and sustained development of China's economy and society. President Hu expounded the views and propositions of China on these issues, introduced the countermeasures adopted by the Chinese government, and put forward a series of important policy suggestions.

With respect to global economy, President Hu, from a macro-strategic perspective, advocated the establishment of a global economic system that supports sustainable development, an inclusive and orderly international financial system, a fair and reasonable international trade system, and an equitable and effective international development system. This is the first time that China brings forward the propositions on the building of an international economic system in such a comprehensive and systematic manner. This is an embodiment of China's commitments to promote economic globalization towards the direction of mutual benefits and win-win results and a reflection of China's great sense of responsibilities for the development of global causes as the biggest developing nation in the world and our strategic thinking on international economic order. Many leaders also echoed their agreements with the propositions of President Hu.

Talking of climate change, President Hu expounded China's policies and measures targeted at climate change as well as China's principles and position on international cooperation on climate change. He called on the participating countries to make positive efforts to address climate change in the principle of common but differentiated responsibilities and play an exemplary role in fulfilling the United Nations Framework Convention on Climate Change (UNFCCC) and its Kyoto Protocol, a positive role in advancing international negotiations, and a leading role in carrying out pragmatic cooperation. The initiatives received positive response and universal support. The leaders declaration released after the meeting also reaffirmed the principle of common but differentiated responsibilities and the role of the UNFCCC and its Kyoto Protocol as the main channel for international cooperation on climate change. It is in the interest of developing countries and can boost international cooperation on climate change.

Speaking of food security, President Hu pointed out that food security not only has a direct bearing on the economy and livelihood of the people, but also has direct links with global development and security. He analyzed the complex reasons behind the soaring food price, proposed urgent measures and long-term thinking to resolve food issues, and called on countries to put emphasis on food production, improve trade environment, strengthen macro-coordination and create favorable conditions. He added that China feeds about 20% of the world population with about 9% of the arable land of the world, which is a significant contribution to food security in the world. China is an active participant in international food and agricultural cooperation and provides other countries with aids in our best abilities. China will continue to share experiences in agricultural development with developing countries within the framework of South-South cooperation, strengthen exchanges and training on agricultural technologies and increase agricultural aids, which were highly appreciated and commented by participating countries, particularly developing countries. With regard to energy security, President Hu stressed that China sticks to a basic policy of mainly depending upon domestic supply, pays attention to both development and saving, promotes energy diversification and the development of renewable energies, put emphasis on improving energy utilization efficiency, and clearly identifies phase-by-phase objectives for energy saving and consumption reduction. He proposed that countries establish and implement a new energy security concept, which is based upon mutually beneficial cooperation, diversified development and coordinated guarantee, advance mutually beneficial cooperation for energy development and utilization, strengthen pragmatic cooperation in renewable energy and energy efficiency, and make overall planning for international energy cooperation and international cooperation for development. The participating countries have gained a better understanding of China's energy policies and propositions and spoke positively of China's measures and suggestions.

President Hu's important policy elaborations on other topics such as the Millennium Development Goals (MDGs) and Heiligendamm process also pointed out a direction for international cooperation in related areas, which were highly recognized.

II. Promoting coordination and cooperation among developing countries and Injecting new vitalities into South-South cooperation and North-South dialogue

Developing nations are playing more and more important roles in international affairs in today's world. At the collective meeting of leaders of developing nations, President Hu proposed that developing countries strengthen coordination and cooperation and make joint efforts to advance the grand cause of peace and development of mankind. He suggested that the five developing countries stay united and coordinated, promote common development, strengthen communication and coordination on world economy and carry out mutually beneficial bilateral and multilateral cooperation; the five developing countries strengthen coordination, advance South-South cooperation, make joint efforts for multilateralism and democratization of international relations, and advance the reform in international economic, financial, trade and development systems; the five developing countries proceed from long-term perspectives, promote South-North dialogue and promote the establishment of a new type of partnership between developed and developing countries based upon equality, mutual benefit, cooperation and win-win results; and the five developing countries make joint efforts, take due responsibilities, exert positive influence over global issues and promote MDGs and financing for development for substantial outcome. These framework propositions and policy suggestions were actively supported and appreciated by the leaders of the other four nations and were included in the political statement of the leaders of the five developing countries. It will exert important influence over South-South cooperation and South-North dialogue. President Hu also attended the leaders meeting of Brazil, Russia, India, and China (BRIC). The leaders agreed to strengthen cooperation for common development and play a more active role in international affairs.

III. Carrying out high-level diplomacy and promoting healthy and stable growth of state relations with relevant countries

During his stay in Japan, President Hu also had bilateral meetings and talks with more than 10 leaders and reached many important consensuses on developing bilateral ties and strengthening cooperation in different areas. President Hu and President Bush agreed to strengthen dialogue, exchange and cooperation between the two countries so as to ensure China-U.S. relations on a healthy and stable track. President Hu and President Medvedev agreed to strengthen cooperation in an all-round manner in different areas including economy, energy, and the Shanghai Cooperation Organization and launch the preparations of the Year of the Russian Language and the Year of the Chinese Language events as soon as possible. President Hu and Prime Minister Yasuo Fukuda reached consensus on maintaining the good momentum of bilateral relationship and promoting strategic relations of mutual benefit. President Hu, Brazilian President Lula, South African President Mbeki, Indian Prime Minister Singh and leaders of some big emerging developing countries agreed to strengthen friendly and mutually beneficial cooperation in bilateral areas and international affairs. During the meetings with French President Nicolas Sarkozy and Canadian Prime Minister Stephen Harper, President Hu suggested that both sides have the overall situation in mind, try to go over disturbance, properly handle differences, and promote the growth of bilateral ties in a healthy and stable manner. President Sarkozy and Prime Minister Harper expressed that they valued the relations with China and were willing to work for the improvement and development of bilateral ties.

IV. Expounding China's development and current priorities, increasing understanding and promoting friendship and cooperation

President Hu introduced on many occasions the phased results of China's earthquake rescue operation and disaster relief. He thanked the governments and people for their help and assistance. He advocated international cooperation in disaster reduction and relief and the sharing of disaster relief experiences. The leaders spoke highly of what China achieved in the earthquake rescue operation and disaster relief and believed that the Chinese government and people have the ability to rebuild homeland.

President Hu also took time to meet the representative of Japanese international rescue team and medical team. He conveyed the appreciations and greetings of the Chinese government and people and presented the albums and telefilms recording their work in China. The meeting aroused strong repercussions among the Japanese people and tightened the friendship between the Chinese and Japanese people.

President Hu welcomed the leaders, athletes and audience of all countries to participate in the Beijing Olympic Games. He said that with the support of the international Olympic family, China will successfully hold a high-level Olympic Games with distinguishing features. The leaders also sent their wishes for a successful Olympic Games in Beijing.

This major diplomatic event scored important results and was good for China's internal building and external cooperation. Under the leadership of CPC Central Committee, the Chinese people have won the battle against the snow, frost and freezing rain and the devastating earthquake in Sichuan and are marching toward the goal of building a better-off society. There is only one-month time to the Beijing Olympic Games. The world will set their eyes on China. Under the guidance of the17th CPC National Congress, China will stick to the path of peaceful development and adhere to an opening-up strategy of mutual benefits and win-win results. China's diplomatic undertaking will witness more achievements and China's peaceful development will win more support and welcome from the world.
