On January 31, 2013, Commissioner Song Zhe attended the new spring event held by the Federation of Hong Kong Guangdong Community Organizations and delivered an address entitled Promoting Peaceful Development, Cooperation and Win-Win Outcome, introducing China's foreign policy after the holding of the 18th party congress.

In his address, Commissioner Song Zhe elaborated on the planning and deployment of China's foreign policy as outlined in the 18th party congress. He focused on three aspects: analyze the international situation, understand the direction of China's foreign policy under the new circumstances and perspective and approach to the surrounding neighborhood. He shared views with the distinguished guests present at the event.

As Commissioner Song Zhe stated, the year 2013 is the beginning year for China's foreign policy to implement the 18th party congress spirit. Under the leadership of the central authority of the party with comrade Xin Jinping as the General Secretary, we will champion peace, development, cooperation and win-win outcome, fully seize the opportunities, calmly meet challenges, make comprehensive planning and steadily advance diplomacy to foster a stable and sound external environment to bring about a moderately prosperous society. We hope communities in Hong Kong will, as always, care for and support China's foreign policy, care and support the work of the Commissioner's Office, and work together to seize the initiative, advantage and future for the country and for Hong Kong.
