The Consular Department is responsible for consular affairs and has three divisions: Division of Travel Documents for Chinese Nationals, Division of Visa for Foreigners, and Division of General Affairs.

I. Division of Travel Documents for Chinese Nationals

1. Matters relating to the issuance, replacement and re-issuance of travel documents such as Chinese passports , Travel Permit of the People's Republic of China.

2. Authentication for documents originated in Hong Kong and to be used in foreign countries.

II. Division of Visa for Foreigners

As of 22 January 2018, foreigners who hold ordinary passports are requested to submit visa applications via Chinese Visa Application Service Center. The Consular Department of the Commissioner's Office will no longer accept applications from ordinary passport holders.

Working Days: Monday to Friday (except for public holidays).

Submission of Applications: 9:00-16:00 (Applications for express service must be submitted before 12:00); Payment and pick-up of visas: 10:00-17:00.

Service Charges: Besides collecting visa fees and express service fees on behalf of the Commissioner's Office, the Chinese Visa Application Service Centre will also charge service fees. For more information, please contact the Chinese Visa Application Service Centre or visit its website.

The China Visa Application Service Center will open for trial service from 8 to 19, January 2018. Please kindly note that during the trial operation period as mentioned above, service charges will be exempted and the Consular Department of the Commissioner's Office will accept visa applications as usual.

Applicants holding diplomatic or service (official) passports, applicants who are going to enter China Mainland for diplomatic or official purpose may still submit their applications directly to the Consular Department of the Commissioner's Office.

III. Division of General Affairs 

1. The establishment, cancellation or closure of foreign consular posts in Hong Kong; the confirmation of foreign consuls general or honorary consuls in Hong Kong; and the establishment and change of consular areas and consulate level;

2. The establishment of official or semi-official foreign agencies in ;

3. The handling of matters relating to the application in the Hong Kong Special Administrative Region of consular treaties betweenand foreign countries;

4. The handling of matters relating to privileges and immunities of foreign consular corps in;

5. The handling of major issues relating to sovereignty, foreign affairs and security in consular work;

6. Providing consular protection and services to's Chinese nationals overseas;

7. Service of judicial documents.
