The Department of General Affairs is responsible for administration and protocol work of the Commissioner's Office as well as protocol affairs relating to Hong Kong. It also handles applications for flight to Hong Kong by foreign aircrafts, port call on Hong Kong by foreign military vessels and the use of radio frequency.
